Applications are invited for Manager (Policy & Strategy) in Policy & Strategy at Pakistan Virtual Assets Regulatory Authority (PVARA).

Eligibility / Qualification Required:

  • Qualification: Bachelor's degree or equivalent qualification preferably in Public Policy, International Relations, Business Administration, Economics, Finance, Law, or a related discipline from a recognized institution. Relevant professional certifications in public policy, policy analysis, strategic management, project management, public-sector governance, financial regulation, or any other relevant discipline shall be considered an added advantage.
  • Experience: At least 3-5 years of progressive experience in regulatory policy, financial-sector regulation, AML/CFT compliance, legislative or policy drafting, or strategic advisory roles within government, regulatory authorities, private or international organizations, preferably with:
    • Demonstrated experience in drafting, reviewing, or supporting the development of regulatory frameworks, policy instruments, guidelines, or compliance standards, particularly in financial-sector regulation or financial crime prevention.
    • Practical exposure to financial regulation, anti-money laundering and counter-terrorist financing (AML/CFT) frameworks, securities markets, digital assets, or virtual asset regulatory regimes.
    • Familiarity with international regulatory standards and best practices, including frameworks issued by bodies such as the Financial Action Task Force (FATF), International Organization of Securities Commissions (IOSCO), Bank for International Settlements (BIS), Financial Stability Board (FSB), or related international standard-setting organizations.
    • Strong ability to conduct policy research, and strategic assessment capabilities, with the ability to translate complex regulatory, financial or crime prevention, and enforcement issues into actionable policy recommendations and regulatory guidance.
    • Experience leading or coordinating multidisciplinary teams, regulatory initiatives, or cross-agency collaboration, including engagement with domestic regulators, law enforcement agencies, and international stakeholders.

General Conditions:

  • Candidates will produce original documents / certificates at the time of interview.
  • Only shortlisted candidates will be called for test/ interview.
  • The initial appointment will be for a period of three (03) years further extendable to further Two (02) years.
  • No TA/DA will be given for appearing in test/ interview.
  • PVARA reserves the rights to cancel, increase or decrease the number of posts / withdraw advertisement in part or in total.
  • Government servants may also apply and compete for the abovementioned posts after obtaining a No Objection Certificate from their Parent Departments/Cadre Administrators. If selected for any post, a lien against his/her term at PVARA will be considered a deputation.

  • Authority may grant a special talent allowance, up to 100% of approved pay, to individuals with rare, specialized expertise and relevant international experience.
  • Pay package for the post of Managing Director will be determined in line with the market standard, internal parity and requisite qualification, competencies and experience.
  • The applicant should not be more than 57 years of age by the cutoff date of this advertisement.
